Thanks very much kandeakay and Silver surfer for your identification. I had a look at the 'Silver Dust' image on the dkimages site (great site, btw!) and the variegation looks much yellower than my tree, where the variegation is almost pure white. This could just be a result of the camera flash.

Is this a Lawson/Leyland Cypress cultivar? Apologies for the poor photos. The variegation is a creamy white rather than yellow. Have you tried using 'Provado'? No good if you don't like using chemicals, but it seems quite effective in controling pests that pierce leaves and suck from the phloem. For biological try referring to a good Pest & Diseases book like the Collins book (Buczacki & Harris).
