Hi John, I would keep the onions going for as long as possible inside they need as much light as they can get and a high nitrogen soluble feed this combination will help to put green "leaf" onto the onion which is vital to produce a good bulb in short the more leaf the bigger the bulb, my onion will never go outside and as such will never feel the sun on their back but i am growing for exhibition work and so they need an environment which i can control fully. If the celery is self blanching you should plant out after the last frost which of course depends on the region where you live, otherwise it will be trenching celery and you will need to dig a trench and back fill this with your celery in it usually a shroud is put around the celery to help the blanching process and this has to be checked daily for any nasties slugs, fungus and the like, good luck to you my friend.
