Did you not get sowing instructions from where you bought them from?

just sow them in seed compost indoors like any other seed. you can test to see which ones are viable by putting them all in a bowl of water. the ones that float are infertile.

I don't want to dampen your interest of growing roses from seed..BUT..they are not the easiest or most successfull seeds to get to germinate. To get best out of rose seeds..period of cold will help. You can use slightly damp compost or vermiculate, mix your seeds in..bag it or put in container with lid and keep in fridge about 10 weeks...cold fridge that is. After that sow as normal into seed tray or small pots and keep them in 'room' temp. If you use only small amount of compost/sand/vermiculate when giving the cold treatment..use that on surface of already filled trays/pots so that seeds don't get buried too deep. They will take quite a while to come through and germination can be quite erratic...so don't give up too easily if you only manage to germinate just one or two..other could follow weeks later. Well done if you get any to germinate! Once you new seedlings have developed couple of true leaves..carefully tease them out and pot into individual pots and grow on. GOOD LUCK!
