Phygelius - no flowers

About four years ago I planted a Phygelius with a yellow flower in a sunny well drained position. It maybe the cultivar Moonraker, although I can't be 100% sure as I've lost the label. It flowered for the first two years, but since then the centre has gone woody and dead and there are lots of suckers springing up around it. However, these suckers have never grown large enough to flower again. Can anyone help me?
