From the flowers, it could be. As Silver Surfer says a picture of the leaves would help and one of the whole bush if you can.

MissFlax, your pic shows a long stem free from leaves, so I do not think that it is the ordinary broom. There is a shrub called Cytisus racemosus which MAY be the one you have in your hand. However, I believe that it is not hardy in the UK and is sold as a conservatory plant .More pics/ and details of where pic was taken would really have helped.
