Rose swag questions....

    This is the first time I've posted here  - I'm an RHS member from Canada.  I participate in North American garden forums usually, but I figure you folks are the experts who can answer the questions I have!  Last spring (2008) we set up posts and chains to see if a swag would be an effective way to control 'the killer rose' (my husband's name for New Dawn).  I couldn't find any detailed instructions on how to go about it so we're 'flying blind' here....  During trips to England in the early 1990s, we saw how beautiful swagged roses could be - but never inspected them up close to see how it was actually done!  So far what we've done is, last year and this year, tied in canes to the chains.  We now have a fine crop of laterals with lots of buds that are starting to flower.  I remember that the flowers on the swags we saw in England were close to the chains or ropes.  But my laterals are ~12" long.  So I'm guessing I need to prune them back...?  When...?  How far do I cut them back?  Or have I got it totally wrong and I need to do something else entirely?!  Any advice you can offer would be greatly appreciated!

     I imagine the difference in the stem lengths would be due to the varieties used.
