Trying to establish a kiwi

I am trying to establish an ornamental kiwi (Actinidia kolomikta) against a south facing terrace wall. This is its second summer, but it has made virtually no growth because every time a new shoot grows it just snaps off, they seem so brittle. I have tried tying the new shoots to canes to support them, but still they snap off. It is most frustrating. The poor thing will surely die if it doesn't put on any leafy growth soon. I was hoping it would cover my terrace wall but now I'm not so sure.

Perhaps taught netting would support the shoots better whilst they become established?
I have the opposite problem, I planted a Kiwi vine (Jenny) against a SE facing fence, and it's growing like billy-oh.

Thanks for the suggestion. I've heard kiwi vines can go bonkers when they get going. Wish mine would.
