     I think this one flowers on last year's growth, as it's always been clipped, and flowers are few and far between. My guess is Deutzia, but not surewhich species.

     I agree.

    If, instead of clipping, you cut flowered shoots out to ground level and leave unflowered ones until the following year, you'll get loads more flowers.
