I have a lovely rose "Compassion" which climes up and over a trellis gateway but now only flowers at the top.  And leaves are a bit few and far between on the lower part.

How can I get it to flower on the lower parts and how drastically should I prune it and when?

    Help would be appreciated.

Rosa 'Compassion' is in group 17 for pruning, there are details on this page

If you can, untange it, remove any ties and lay it on the ground for a couple of weeks just as it starts to bud in early spring. Don't worry about being a bit rough with it. This will greatly stimulate production of shoots, leaves and flowers you'll be suprised and delighted with the results.
